A commissioner asked whether the funds would go to Durham Public Schools’ operating budget or capital budget. A county staff member replied: "So the way it is, budgeted... they have an operating budget for their day-to-day activities, then they have a capital budget... these funds will go into their capital budget." The staff member added that state-authorized lottery funds are allocated as projects become ready and that projects still on the schools’ list will be funded in sequencing.
Commissioners moved and seconded approval of the consent agenda; the chair recorded the vote as passed unanimously. County staff and commissioners noted that these are state lottery funds rather than county general-fund dollars and that individual projects still require appropriation through the usual county-school capital process.
