City staff outlined the HSAC recommendation: a $1.2 million request to the city that would include $200,000 for diversion and rapid‑exit assistance, $300,000 to expand street outreach capacity and $700,000 for flexible housing subsidies and supportive services (an estimate staff said could serve roughly 35 households depending on service intensity). The HSAC would request $1.2 million from the county with no more than $1.0M dedicated to emergency shelter capacity and up to $300,000 for a day service center to provide showers, laundry, mail and wraps of supportive services.
Staff and elected officials framed the proposal as a one‑year investment to start closing immediate gaps while the community develops a longer strategic plan. Council and county members asked whether funds were currently available mid‑year (they are not) and whether the city and county will be able to sustain any ongoing operating costs. Staff said the HSAC will finalize its letter and submit the formal request to elected officials in late December or early January for consideration during the FY26 budget process.
