Commission withholds recommendation on College Hill enclosure, urges site visit

That commissioner moved "that we, not approve or not, recommend, this application, without the, planning commission," and the motion was seconded; members then voted in favor of withholding a recommendation pending a site visit or planning/TDRB involvement.
Staff advised the commission that an advisory board cannot legally compel applicants to attend or require the planning/land-use board to hold a site visit, but commissioners agreed recommending a site visit to the planning/TDRB would be appropriate. Members said a site visit would help determine whether additional sediment- and erosion-control measures or other mitigations were needed before a recommendation could be issued.
