Tax Administrator Keyard Doyle presented the proposed schedule of values and timeline for Durham County's 2025 reappraisal during the Oct. 28 board meeting, reminding the board that the official reappraisal date is Jan. 1, 2025 and that state law requires counties to review and approve schedules before the reappraisal year.
Doyle walked the board through key dates: presentation on Oct. 14, advertisement Oct. 17, the public hearing on Oct. 28, a planned adoption date of Nov. 12, followed by a 30‑day review and appeal period that would run roughly through Dec. 11; notices would be mailed to taxpayers by February, with informational sessions scheduled in March and an anticipated board of equalization and review in April/May. "The importance of this reappraisal needs to be very clear that the reappraisal date is 01/01/2025," Doyle said. Commissioners asked about the appeals process and how the county will staff in‑person informational sessions at libraries; Doyle confirmed those sessions are intended to be educational and that formal appeals would go to the state property tax commissioner in writing within 30 days.
No votes were required that evening; the public hearing was closed. The board may consider adopting the schedule at its Nov. 12 meeting, opening the formal appeal window once adoption is advertised.
