TMA unlocked tools for TDOT’s mega‑projects, officials tell committee

TDOT officials told the committee that the Transportation Modernization Act (TMA) provided legal and financial tools to pursue mega‑projects and leverage state dollars for federal grants and public–private partnerships.
Brian Ledford, major projects bureau chief, said the bureau defines a major project as one over $500 million and listed King’s Crossing (reported at about $1 billion) and choice lanes in Nashville (multi‑billion dollar scale) as projects enabled by the TMA. “The TMA was really a turning point in that it unlocked these new tools,” Ledford said.
Commissioner Reed added that the TMA’s combination of one‑time and recurring resources allowed TDOT to seed grants and pursue its first public–private partnership on I‑24, and to respond quickly to disasters such as hurricane Helene. Reed and Ledford described the TMA as a lever that increases TDOT’s ability to pursue corridor-scale approaches and megaproject finance.
