City staff presented proposed amendments on June 22 to require a specific‑use permit (SUP) for new massage establishments and liquor stores. Assistant City Manager Shashi Kumar said the change would apply only to new applications; existing businesses would remain nonconforming and could continue the same use unless a building was substantially damaged.
Shashi told the joint hearing that the change responds to community feedback and would allow Planning & Zoning and council to evaluate locations and provide public input case by case. She said current licensing, code enforcement and coordination with the Fort Bend County District Attorney’s office (measures adopted in 2022) remain in place to address illicit activity and noncompliance. No motion was taken; staff will draft ordinance language for the upcoming Planning & Zoning meeting.
