Council asks staff for bond records, purchase timeline and alternatives before deciding on MUD 26 SUP

After residents and commissioners expressed frustration about communications related to the MUD 26 property, councilmembers directed city staff to return with documents and technical analysis before any final decision. Council members said they want a clear timeline showing when the site was purchased, how bond proceeds were authorized, and what (if anything) voters were told about intended uses.
Assistant City Manager Shashi Kumar confirmed staff will include any state or local regulatory requirements (for example, buffer and wall rules and Texas Commission on Environmental Quality permitting) in the packet to Planning & Zoning. Council requested staff also research alternatives including whether an extra tank or a second well could be sited at the existing plant, and to obtain a failure analysis of the district’s current well to quantify urgency.
No policy decision was made. The Planning & Zoning hearing is scheduled for July 8, and affected councilmembers said the additional documentation is necessary for them to make an informed vote at a later council meeting.
