Engineers ask board to approve field-locate subcontract for Route 4 water-main work, ~$20,500 estimate

MSK Engineers representative Craig Jewett told the Select Board the recommended amendment to the services contract would hire a subcontractor to field-locate existing water mains (particularly beneath Route 4) and provide detailed information for final design drawings. Jewett said the additional field work should reduce the contractor's time in the high-traffic Route 4 corridor and lower overall project traffic-control costs.
The estimated cost for the subcontracted locating work was approximately $20,500 on a time-and-materials basis. Board members pressed the firm on why the work was not included in the original contract; the engineer replied that a more extensive records review after contract award revealed the need, and that completing the locating now would likely control larger downstream costs and schedule risk.
Board direction: members asked the consultant to revisit the estimate and consider sharing some of the cost burden with the engineering firm; the board agreed to take the change order up again at the next meeting once the estimate and potential cost-sharing were clarified.
