Draft would cut off‑street parking requirement for duplexes from four to three spaces

City Planner Catherine Gunther told attendees that parking rules were a frequent topic in public engagement and that the draft proposes a reduction in the off‑street parking requirement for duplexes. "Right now, our code requires... 2 parking spaces for each unit in a duplex... The current draft proposes reducing that to 3," she said.
Multiple residents cited lived experience from larger cities and urged caution. Nicole recalled North Portland where additional units increased curb competition, saying, "parking became really difficult" for older and handicapped residents. Commissioners said parking changes are among the most discussed items and that they are weighing a range of approaches, including reference to other cities’ experiments.
