Staff proposes streamlining public-improvement acceptance to finance and city secretary

Staff explained the public-improvement acceptance and capitalization policy was adopted after an audit finding and defines steps to record fixed assets and declared values before certificate of occupancy (CO). Presenter said one proposed change would allow submission of final acceptance documents directly to finance and the city secretary—rather than automatically coming to council—if all other department-level steps and checklist items have been satisfied.
Presenter emphasized this change is administrative bookkeeping and does not alter the underlying approval process tied to subdivision plats or COs. "The submission of the documents could go straight to finance and city secretary if all the other steps are followed strictly by the other departments involved, and wouldn't require going to council," the Presenter said.
