The board adopted the tentative Educational Facilities Plan (EFP) for 2026–27 on July 30, and staff will submit the plan to the Florida Department of Education and local governments as required by statute.
Assistant Superintendent Bryce Ellis outlined the EFP’s capital funding sources—local 1.5‑mill discretionary property tax, educational impact fees for new growth, certificates of participation (bonds), the 0.5¢ discretionary sales tax (Ed 1st), county gas tax revenues for right‑of‑way work, and prop‑share impact fees. She noted obligations that reduce available capital, including transfers to the general fund, equipment and charter‑school capital outlays (she said the district must obligate 6% to charter schools for certain capital outlays).
Ellis described planned and carryover projects and asked the board to adopt the tentative plan; Hanson moved, Clark seconded, and the motion passed 5–0. Ellis said the EFP is tentative and will be revisited at the Sept. 10 final hearing alongside the district’s annual growth presentation.
