Council seeks more detail on Stamos Park revitalization and urges interim solutions for animal shelter

Council members used the June 29 budget workshop to press staff for more detail on the proposed multipurpose Stamos Park and to press for interim improvements at the city's animal shelter.
Mayor Pro Tem Clauser asked staff to summarize the top priorities that emerged from a citizen survey; staff said the priorities were police services, traffic/mobility/streets, and infrastructure. Clauser also pushed for more information about the multipurpose facility planned at Stamos and for temporary measures to relieve animal-shelter staffing and facility issues, saying the shelter "cannot wait until 2031 given the deplorable conditions there."
Danielle (parks staff) described the scope of the project and the layered funding approach. She said the Texas Parks and Wildlife local parks grant is a matching program that covers playgrounds, pavilions, restrooms and revitalization of four fields with a $750,000/$750,000 state/local match in its first phase. Danielle added that the county's roughly $4 million contribution is targeted to items the county included in its referendum—specifically the splash pad, sports lighting and a cricket pitch—while the bond contains additional amenities such as cricket and sports lighting.
Council members asked staff to return in August with a more detailed project budget and schedule for Stamos, and several urged staff to propose temporary or near-term fixes for the animal shelter to reduce staff overload before the 2031 timeline for the full project.
Staff said many amenities are in design and that a fuller CIP presentation with locations, funding sources and phases will be provided to council in August.
