Board hears LCAP goals and budget overview; district cites HBEF $1.4M pledge and warns $700K loss tied to attendance

District leaders presented the draft 2025–26 Local Control Accountability Plan and a linked LCFF budget overview during the public hearing portion of the meeting.
Miss Gluck described the LCAP’s three goals — inclusion, achievement and community — and the local indicators the district reports to the state. She said the district will continue investments in tiered instruction, dedicated English language development blocks, strengthened library/media access, and expanded counseling support. "We were able to add 12 hours of additional counseling service at View and Vista in January with an LMFT," Gluck said as part of the district's service highlights.
Paula Montalvo presented the budget overview and revenue breakdown. She told the board that "the Hermosa Beach Education Foundation generously is going to provide $1,400,000" to support positions and programs including counselors, library media technicians, elementary music and middle school band. Montalvo also noted the district expects federal funds of about $271,000 and local contributions from HPPTO of approximately $278,000. On expenditures she said total budgeted outlays are $23,200,000 and that "80% of our budget is spent on salaries."
Regarding enrollment and attendance, Montalvo said the district is "slated for enrollment at 14 79" and emphasized attendance’s direct funding impact, saying, "We're losing $56 per student per day times 180 days. That's over $700,000 that we're losing out on." Board members discussed follow-up strategies to reduce chronic absenteeism and to incorporate parent/stakeholder feedback in both the budget and LCAP adoption process.
The LCAP draft remains open for public review and will return to the board for final adoption on June 23; staff said the district is coordinating review with LACOE on financial components.
