Board denies six-townhouse plan, reviews multiple downtown permits and naming

The Building Department reported updates on several development and permitting items at the Oct. 21 work session. The board denied a preliminary plan for 924 Fulton Street proposing six townhouses, finding the project not permitted in B zoning. Officials also reported that Blue and Gold Development's project at 1 Conklin Street ("The Enclave") is complete with the certificate of occupancy pending, and that The Carlyle has been completed with a certificate of occupancy issued.
Board members were briefed that ZBA-approved plans for a 7‑11 and Sunoco were extended and the Board had approved a Special Use Permit; the projects are awaiting construction drawings before building permits may be issued. Staff noted the Sterling Green project is nearing completion (temporary certificate of occupancy issued) and that Dish Network building permits have been issued with installation nearing completion. The minutes record that a public hearing for Verizon's special use permit to install communications equipment on the clock tower at Palmer's Shopping Center was adjourned until November.
Other commercial updates included an approved Special Use Permit for an Enterprise Rent-A-Car location, signage reviews for a CBD store and a bodega on Conklin Street, and a request to rename 217 Main Street to "L.I. McGrath's" as an Irish pub with a Special Use Permit in process. The board also flagged a dumpster enclosure issue at the Nutty Irishman & 317 that needs a second dumpster guard and container. A National Grid grant application for street trees and planter boxes (approximately $10,000) was reported as submitted and pending response.
The Building Department was asked to follow up on signage coverage limits, digital/rolling message signs, and permitted illuminated "open" signs in the downtown business district and to coordinate further action on pending permits and inspections.
