Council approves REVAMP grant changes to boost building and site improvement incentives

Staff presented revisions to the REVAMP (Revive and Advance Murphy’s Prosperity) grant program, increasing maximum awards for building and site improvements, raising the minimum grant to $5,000, and clarifying eligible examples and ineligible uses. The presentation said the program had only one applicant since adoption and staff wants to increase incentives and marketing to attract more projects.
Revisions explicitly exclude funding for fire lanes required by fire code and increase amounts that can be approved by the MDD board without council action for smaller grants. A council member moved to approve the amendments as presented by staff; the motion passed unanimously. Staff and council discussed outreach to the business community and coordinating with the chamber to raise awareness of the program.
The approved changes are intended to make the grant program more attractive to local businesses and property owners; staff noted marketing and landlord consent provisions will remain part of the program guidance.
