Staff emphasized that many projects cited are deferred-maintenance items rather than new, highly visible capital projects.
Councilors compared the city's approach to an HOA sinking-fund model and asked whether reserves or dedicated funds could be built for predictable maintenance cycles. Finance staff said some funds are reserved for large projects, but limited operating resources have meant that many items are deferred. The council directed staff to consider a facilities master plan, refine cost estimates and present options for phased work and messaging to the public.
