The West Linn City Council authorized a $98,000 preconstruction services agreement with Skanska USA Buildings, Inc. on June 16 as the first step in building a new Public Works operations complex on Salama Road.
City project staff explained the project used a construction manager/general contractor (CMGC) delivery method and that the city received 14 proposals, shortlisted six firms and conducted interviews before naming Skanska the top candidate. The staff presentation described the preconstruction contract as covering preliminary design and constructability review; "The 98,000 is for preconstruction services," a staff member said, noting the construction contract and guaranteed maximum price would be returned to council later.
During discussion, the city’s project team explained the difference between preconstruction services and the GMP. The project's current firm budget is $35,000,000 "all in," and staff said earlier cost estimates produced a planning range of $25–35 million; staff emphasized that no construction would move forward before council approves a GMP amendment. Councilor Baumgartner moved to authorize the agreement and the council approved the motion by roll call. Next steps include uploading the AIA final contract draft, executing the preconstruction agreement, holding a kickoff meeting, and pursuing land-use filings and public outreach as the project advances.
