Staff explained the prior code classification would have resulted in a $265 daily fine for an unclassified violation in a parking district, which staff said was not appropriate for student parking near the high school. "So in order to have that fine be more applicable here... we needed to amend the code," staff said, noting the council had previously directed a lower fine around $30. The adopted language refers readers to the master fees and charges document for the specific schedule of fines.
Councilors asked about the frequency of parking complaints and whether data on calls could be provided; staff said call logs could be pulled but cautioned that calls undercount the number of improperly parked vehicles. The council approved first and second readings and adopted the ordinance by roll call.
