West Linn bans long-term street parking of portable storage containers without permit

The council adopted ordinance 17-61 on June 16 to prohibit portable storage and moving containers (commonly called "pods") from being parked on residential public streets for more than 72 hours without a valid permit.
Staff explained the amendment expands Chapter 6 to explicitly include dumpsters and portable storage containers, removing brand-specific terms so the rule applies to all such units. "Any portable storage container or moving or storage container of any size upon a residential public street for a period longer than 72 hours, except with a valid permit issued by the city of West Linn Public Works Department or designee" would be prohibited, staff said. Council President Baumgartner asked whether enforcement would start with education; staff confirmed that complaints prompt contact and that officers typically warn first and may later cite if compliance is not achieved.
Council moved and approved first and second readings and adopted the ordinance by roll call. The change responds to resident complaints about long-term containers in rights-of-way and aims to preserve sight lines and pedestrian access.
