Council adopts West Linn stormwater management manual to align DEQ permit enforcement

The West Linn City Council voted to adopt a city-specific Stormwater Management Manual (Resolution 2025-01) on May 12, formalizing standards tailored to the city's topography and soils.
Assistant City Engineer Clark Eyde explained the city had relied on the City of Portland's manual in the past but found minor discrepancies with DEQ permit requirements and local conditions. "We needed to come together on that, and that we found the best way to do it was to develop our own manual that was a little more tailored for our specific topography, our constraints within the city, our soil types," Eyde said.
The draft manual was released for public comment on March 17 for 30 days; staff reported receiving zero public comments and described later changes as grammatical. Councilors praised the work and the ability to update the manual to stay current; one councilor said she appreciated the effort "to provide a stormwater management manual that can be updated and that meets the needs of our community." The council passed the resolution by roll call.
Staff said the manual is now posted online. The resolution adoption puts the city in a position to amend post-construction standards locally and to make targeted updates as new best management practices emerge.
