The West Linn City Council on June 16 adopted ordinance 17-60, amending Chapter 6 of the municipal code to make painted curbs enforceable without a separate posted sign.
City staff explained the change is intended to give clear authority to cite vehicles that stop or stand with any part of a vehicle on curbs painted red or yellow. As staff put it, "No additional marking such as a sign is required to establish a no parking stop here standing zone." Council members asked whether public works or GIS maintains an inventory of painted curbs and whether fading paint would be regularly repainted; staff replied that curbs are on a repaint schedule and that staff could address degrading spots as they are cited.
Council President Baumgartner moved first reading and later moved second reading to adopt the ordinance; the council approved both readings and adopted the ordinance by roll call. The ordinance is intended to improve enforcement of fire lanes and other safety-related curb markings, particularly near schools and other sensitive locations.
