At the April 14 meeting the West Linn City Council adopted the 2025 planning docket as recommended by the planning commission and moved to prioritize an update to the city’s Economic Opportunities Analysis (EOA).
Planning Manager Darren Wise reviewed the docket required by the Community Development Code, noting projects carried forward (Vision 43, waterfront, housing production strategy) and recommended additions: Metro CFEC (Metro 2040 town center boundaries), FEMA pre‑implementation compliance measures, a community development code cleanup and housing production strategy implementation. Staff recommended elevating an EOA update as a prioritized project where grant funding is available this cycle and which would inform mixed‑use zoning proposed along Highway 43 and the waterfront vision.
Councilor discussion touched on tree code updates and the distinction between municipal tree permit code work (parks/municipal code) and larger community development code tree protections, which may require additional inventory work and state Goal 5 compliance if protection, rather than outcome targets, is mandated. Council voted to adopt the docket and prioritize the EOA; staff said it will apply for grant funds in early summer.
