City awards $1.46 million waterline replacement contract to ICON Construction

The West Linn City Council authorized the city manager April 14 to sign a contract with ICON Construction & Development for the 2025 waterline replacement project in the amount of $1,463,679.04.
Public Works Director Eric Leisz described the three‑phase program for 2025: phase one in the Robinwood/Arbor/Upper Mid Hill area (addressing plastic service locations and relocations), phase two in the Parker/Sunset/Reed area (including upsizing undersized 0.75‑inch galvanized services to an 8‑inch main), and phase three completing a short section on Dollar and work at Santa Anita/Hidden Springs to relocate an exposed main from a creek bottom. Leisz said the project had 10 bidders; ICON was the lowest responsive bidder and has completed prior projects with the city. Staff reported the water fund is healthy and budgeted for the work.
Leisz gave a construction estimate and schedule: the contractor hopes to mobilize by mid‑May after submitting submittals, bonds and paperwork; staff said communications staff will distribute door hangers and other outreach in affected areas as the project commences. He also outlined quantities cited in the report: replacement of segments of 6‑inch, 8‑inch and 10‑inch piping across the program area.
Council moved and seconded authorization of the contract; the motion passed on roll call.
The contract is funded from the city water fund; staff said they intend to coordinate paving and road work after pipe installation to limit repeated street cuts.
