State coordinator, residents press Lakewood to consider steering committee and LMD renewal options

Barry Halverson, the Washington State Lake Management District coordinator, told the listening session that steering committees (citizen-led, with broader authority) have kept many local LMDs viable and recommended the district consider increasing board size and public ownership of processes. "Forming steering committees versus advisory committees and giving the citizens that live there more ownership of the process has not only kept LMDs alive, but thriving," Halverson said.
Multiple residents and American Lake Improvement Club representatives said they had circulated petitions and collected roughly 150 signatures seeking a more active role and clearer work plan. Mark Pfeiffer and others warned that funding and a clear communication strategy will be critical before seeking a renewal or assessment increase: "You're gonna have to ask for a lot more money when this current 10 year cycle is up," Pfeiffer said. The board asked staff to prepare options and placed renewal and governance structure issues on the Aug. 27 agenda.
