The North Las Vegas Redevelopment Agency voted on Aug. 6 to approve an interlocal agreement that would provide up to $7,500,000 in agency support for a proposed Nevada State University (NSU) downtown campus. Agency staff and NSU officials described the project as a three-story, 30,000-square-foot facility intended to reduce transportation barriers and expand workforce-aligned programs.
"In fact, 21% of our students are within 5 miles of the location that's been identified for this building," Dr. Amber Lopez Lassiter, a Nevada State University official, told the agency during a presentation. She said the figure translates to "over 1,500 students" who could access services more easily if the campus is built. NSU and city staff also noted a recent $2.5 million legislative allocation to support early design and ramp-up costs.
Terry Sheridan, the city's economic development director, framed the agreement as part of a broader downtown redevelopment strategy that would pair higher-education access with workforce development and local business needs. Dr. Lopez Lassiter said NSU plans one-stop enrollment, advising and financial-aid support at the site and emphasized partnerships with nearby institutions, including community college and UNLV, to facilitate student transfers.
Council and agency members praised the partnership during discussion, citing the project's potential to attract residents downtown and support emerging local employers. A motion to approve the interlocal agreement was made by Mayor Pro Tem Scott Black and seconded on the floor; the motion passed, as recorded in the agency minutes.
Next steps described in the presentation include taking the item to the Nevada System of Higher Education Board of Regents as an action item in September, continuing design discussions with a developer, and moving toward grading permits and phased construction. NSU officials estimated initial grading permits could be requested in mid-October and described a phased schedule intended to minimize disruption to existing academic years.
