County outlines ARPA reallocations and administrative investments ahead of December obligation rules

Finance staff reviewed Treasury guidance and the county's obligation rules: contracts and positions supported by ARPA must be in place by Dec. 31, 2024, though funds from projects that come in under budget can be reallocated to other existing ARPA contracts after that date as long as contracts were in place by Dec. 31. Commissioners acknowledged the need for administrative resources to manage many awards and asked staff to ensure timely communications to nonprofit partners about the 'cliff' and next steps. Staff said they will bring formal administrative and reallocation items to the Nov. 12 meeting.
