Councilwoman Boyner votes no, says contract lacks final budget number

Councilwoman Boyner said Jan. 28 that she could not support the interlocal agreement because the town did not have a final budget number for the shelter contract.
"How much is it? We have no idea what that budget number is," Boyner said, explaining that as an elected steward of tax dollars she must ask for complete information before approving a contract. She clarified that her objection was to the document's incompleteness rather than to the shelter's services.
The council proceeded to vote on Resolution 20 25 R03; the chair reported a 6–1 outcome with Boyner recorded as the lone opposition. Boyner and others said they intend to press for more transparency and for a formal mechanism that gives participating municipalities a role in budget formation and oversight.
