Overland Park proposes $356.4M general fund for 2027; public‑safety budget increases driven by personnel and Axon contract

Budget staff told the committee that the city's 2027 general fund proposal is $356,400,000, with a projected beginning fund balance of $114,200,000. Public safety-related operating budgets across all funds were presented at $106,200,000 for 2027, an 8.5% increase. Staff said the rise is driven largely by personnel‑related costs (wage and salary increases, step adjustments and retirement), plus larger contractual costs associated with a new Axon contract. The 2027 Axon contract was discussed at roughly $2,260,000 with about $2,100,000 of additional operating funding after offsets; staff also noted capital offsets for mobile video and body cameras and a records management platform in the CIP. The committee approved a motion to recommend the 2027 operating budget, the 2027–2031 CIP and the maintenance program to the full council.
