City staff delivered a high-level presentation on the recommended 2027 budget and proposed 2027–2028 strategic goals at the Committee of the Whole on June 1, 2026. Laurie, the staff presenter, told the committee the documents are draft and committees will review line items in June ahead of a Committee of the Whole on July 6 and statutorily required public hearings prior to adoption in September and certification by October 1.
Laurie said, "The recommended expenditures for all funds total 515,900,000." She described the city's budget goals as maintaining service levels while supporting a growing population, aligning spending with council strategic goals, and preserving strong financial policies and a triple‑A general obligation bond rating. The presentation emphasized that the budget books and redline/clean copies are available to council members for detail review.
