Staff described the application as a mixed-use development including roughly 7,500 square feet of retail, about 198 residential units and a 265-space below-grade parking structure with an estimated total project cost of about $72.6 million.
Planning and economic development staff explained the developer proposes approximately $60 million in private financing (about 82.5% of the project) and requests about $12.7 million in public financing (about 17.5% of total costs). The applicant also requested economic development revenue bonds (EDRBs) for construction and equipment sales‑tax exemptions and proposed using roughly 95% of available TIF proceeds, plus an annual payment to a local nonprofit described in the staff presentation as "Friends of JCDs" to meet the city's attainable housing commitment. Staff emphasized that the council's action on Resolution 5130 only sets the date for the public hearing; subsequent hearings and additional analysis, including an updated revenue / feasibility assessment, will follow.
