The proposed transmittal also pairs with a companion development‑agreement amendment that will obligate specific roadway improvements and timing; staff recommended transmittal to state reviewing agencies and the board voted 5–0 to transmit.
Public commenters raised questions about long‑term traffic, water and environmental impacts; staff and applicant said those topics will be addressed in the development agreement and during state review.
