The Board considered PUD 25‑09, a rezoning application to convert about 2.45 acres at 3075 US‑17 from a commercial recreation district into a planned commercial development. Beth Carson, director of planning and zoning, summarized the revised site plan and a list of permitted and conditional uses, which included small retail, restaurants and a conditional medical‑marijuana dispensary.
During the public hearing, residents from adjacent neighborhoods urged stronger buffering and a permanent barrier — one speaker asked "Are they be required to replace them? I would like to see a brick wall, block wall...something that is more secure" — and urged removal of a tall pole sign. Commissioners probed building height, signage limits and conditional uses; the applicant said he could remove the medical‑marijuana conditional use but preferred to keep a monument sign option. After extended discussion about compatibility with existing residences and site design, a motion to deny the rezoning passed 3–2.
The denial leaves the existing zoning in place for the parcel; staff indicated the applicant may revise and return with changes to buffers, signage and permitted uses.
