Staff told the council that the change reflects current recruitment challenges and unfilled positions: the number of part‑time parks officers would be reduced from five to three and one full‑time parks officer would be added by converting two unfilled part‑time slots; two civilian safety‑division positions would be removed from the salary ordinance because they are unfilled. "Right now it is very hard to find people to work as a part time parks officer," the staff presenter said when explaining the change.
During discussion, one council member asked if positions were being eliminated or simply removed from the availability list; staff clarified that availability in the salary ordinance is being eliminated and not currently filled jobs. Council members asked for more time to think about the change; Councilman McEwen moved and Councilwoman Henderson seconded the motion to proceed with the reading. The vote was recorded as four in favor, two noes and one abstention. Staff said the ordinance will return for a second reading with clarifications.
