Neighbor alleges repeated sign-code violations at Clarksville Little Theater

During public comment, Claire Pate (310 East Montgomery Ave.) asked the council to address what she described as repeated violations by the Clarksville Little Theater after its sign was approved on Sept. 28, 2022.
Pate said the theater has exceeded stipulated hours and brightness limits, listing counts she said were recorded since February 2023: multiple instances of the large sign and poster signs being left on overnight and scores of alleged brightness violations. She cited the town code section for electronic displays, noting a maximum illumination standard and a reduced night limit (transcript reference to "5,000 candles" daytime and "500 candles" at night) and said the theater sits about 95 feet from residential homes where the code prohibits electronic displays within 100 feet of certain residential districts. "Their lights create flashing lights into our living rooms and bedrooms... It invades our privacy," Pate said.
The council president cut the comment at the two-minute public-comment allotment and said Building Commissioner Rick Barr would speak with Pate after the meeting, and staff accepted the complaint for follow-up.
