Council advances annexation actions for multiple parcels, schedules final ordinance votes

The Clarksville Town Council heard a public hearing and moved forward with several annexation matters on Feb. 4.
A River Heritage Conservancy representative described petitions received in January and noted public notice for the hearing was published Jan. 10. Properties listed for annexation in the third group included 1319 and 1407 Emery Crossing Road and 1017 and 1019 McCullough Pike. After calling for speakers and hearing none, the council closed the hearing. The staff explained that, under Indiana code, the council must publish notice and then wait statutory periods before passing an annexation ordinance.
Separately, the council considered Ordinance 2025 GO5 to annex 1206 Emory Crossing Road and 1023 McCullough Pike and zone them West Riverfront District in Council District 1. Councilwoman Boyner moved the ordinance and Councilman Stotts seconded; the council carried the measure unanimously on first reading and again on second reading that same evening. Staff noted some annexation petitions will return for final ordinance action on Feb. 18 after required waiting periods.
The council did not take further legislative action during the meeting but scheduled subsequent votes and follow-up per statutory timelines. Staff indicated zoning and districting details would apply upon annexation.
