Public Art Board forwards bylaws draft after paragraph-by-paragraph review

The Doña Ana County Public Art Board voted to forward a revised draft of its bylaws after reviewing the document paragraph by paragraph.

Chair Jeffrey Hartley led the session through the draft and staff read proposed language aloud. Staff member Luce Rubio told the board they would "read it paragraph by paragraph" and take edits live before circulating a final draft for a formal vote. Board members proposed and accepted specific text changes, including expanding the board's purpose language to reference "public spaces and cultural landscapes" and to "strengthen community identity and opportunities for career development." "The board provides recommendations on the development, selection, placement, stewardship of public art to enhance public spaces and cultural landscapes and strengthen community identity and opportunities for career development throughout the county," the chair read after the edits were agreed.

A board member moved "to move forward with the bylaws with the recommended revisions, edits, and recommendations," the motion was seconded and carried on a roll-call vote recorded by the clerk. The clerk called members present and each answered "yes" during the roll call approving the motion. Staff said it would circulate a clean draft reflecting the changes and that the bylaws can be amended in future meetings if needed.

Board members also asked staff to double- and triple-check statutory citations and other references in the document before final publication. Staff said they would confirm statute numbers and independent sources and provide corrected citations in the circulated draft.
