Committee debates street-width rules, traffic calming and pilot authority for neighborhood reconstruction

Committee discussion on proposed updates to Resolution 42-23 focused on three interrelated issues: how the resolution should treat existing street width vs the city standard, whether pilot projects (traffic calming, connectivity improvements) should be explicitly allowed in projects, and how to codify tree-preservation practices.

Staff recommended tying the resolution language to the 'city standard' so future standard changes flow through the ordinary ordinance process; staff said "we want the resolution to always reflect the current city standard" (staff member, speaker 4). Several council members urged discretion for staff to avoid unnecessarily widening neighborhoods and cutting into tree canopy; members proposed allowing staff to maintain existing narrower widths in place or to adopt 26-foot widths in redevelopment areas when appropriate. The committee coalesced around adding flexibility and asking staff to prepare red-lined resolution language that preserves existing widths unless the existing width exceeds the city standard and there is a clear safety need.

On pilot projects, members argued that traffic calming and neighborhood connectivity measures should be easier to test and, where appropriate, incorporate into NSRP reconstruction work; staff said the proposed approach ties traffic-calming thresholds to the pending Safe Streets and active-transportation policies so the resolution will reference current policy thresholds. The committee asked staff to consider canopy metrics (caliper inches) and to return with recommended resolution edits that document current best practices for tree protection and planting.
