Rosenberg council awards aeration-basin assessment; staff says work should reduce energy costs, may not eliminate odors

Staff recommended awarding RFP 2026-18P for an aeration-basin assessment and rehabilitation to Wastewater Transport Services LLC, the evaluation team's top-scoring proposer, and the council approved the resolution to authorize the city manager to negotiate and execute required documents.
Mister De Leon explained the project will involve draining basin No. 2, transferring liquid to the other basin for treatment, removing settled sediment and allowing the original manufacturer or contractor to assess the diffusers. "This project will include an evaluation and rehabilitation of 1 of the 2 aeration bases located at the Wastewater Treatment Plant Number 2," De Leon said.
During council questions staff said that basin No. 2 was constructed in 1986 and that while industry practice is to inspect or take basins offline regularly, Rosenberg had not previously performed the manufacturer's full assessment. Staff said the work should improve oxygen transfer efficiency and reduce electrical consumption but cautioned that the treatment-plant odor largely originates at the headworks; eliminating that odor would require additional odor-control or scrubber systems.
Council moved and the resolution awarding the RFP passed unanimously.
