Council amends Question 6 to clarify budget-report distribution by mail and electronic means

During consideration of Question 6, councilors and the clerk identified a duplicated sentence about distribution of the budget committee report and raised whether the electronic delivery language was consistently captured in the draft synopsis. The clerk signaled the apparent duplication and asked whether the electronic element should be included or the final sentence deleted.

Following discussion, the council voted to delete the duplicated sentence in the final form of section 504 and approved an amendment that adds distribution language requiring budget committee procedures, reporting, financial forecasting and public hearing notices be sent "by mail and electronic means." The solicitor and several council members discussed that mail plus electronic means ensures electors receive notice whether or not they opt into email delivery.
