Mary Culver, the Rosenberg Development Corporation representative, told the council the RDC's FY25 activities were captured in the annual report and that capital improvement projects totaled "just over 6,000,000," accounting for roughly 88% of the RDC's budgeted expenditures for the year. "These projects make up approximately 88% of the RDC's budgeted expenditures in fiscal year 2025," Culver said.
Culver explained the remaining roughly 12% of RDC funds cover marketing, administrative services and the city's contract to administer RDC funds. She summarized the RDC project-selection process and noted an additional 60-day public-notice period and required public hearing before RDC funds may be spent on a project.
A councilmember asked whether a $300,000 contribution to "TSTC" represented the end of a multi-year obligation; Culver said it was the tenth and final payment in that agreement. "This was the final payment in the agreement," Culver said, and staff clarified the payment schedule described in the report amounts to $2,500,000 total (five years at $300,000 and five years at $200,000).
Councilmembers also pressed staff on park priorities and a previously discussed dog park; staff said RDC is only one of several funding sources for parks and that park projects are prioritized through staff recommendations and the parks board before council approval. On timing, staff said FY26 capital expenditures are budgeted at approximately $5,500,000; the FY24 actuals cited in the discussion were described as about $4,400,000.
No formal action was required for the RDC annual report; the presentation served as an informational update and an opportunity for council questions.
