The town solicitor presented the structure and rationale, saying, "I have 12 questions which you have before you," and explained the need to balance brevity on the ballot with fuller explanations in the booklet. Council members generally supported grouping related sections into single questions but emphasized outreach so voters understand bundled effects.
Advisors and council members repeatedly stressed that the mailed booklet — modeled on state referendum materials — will include the complete amended language that will take effect if voters approve each question. Leslie Fox of the Charter Commission said the commission has planned for and requested a budget to cover the mailing. The council recorded voice votes approving each question in sequence.
