The owner intends commercial development including a convenience store and fuel station with or without a car wash; the owner will construct extended water and sewer lines and purchase water/wastewater service from the city.
Council discussed permissible uses and rate terms. City staff and council referenced the municipal ordinance limiting certain utility pricing practices and noted a 1.5-times city rate figure in the ordinance for out-of-city service. Councilmember Hector moved to approve the resolution and the motion carried by voice vote. Staff also included use restrictions in the agreement (no multifamily, no massage parlors, no vape shops) to limit potential land uses under the development agreement.
