Council votes to propose Crime Control & Prevention District; appoints temporary board composed mainly of willing council members

Rosenberg city staff and legal counsel presented a resolution proposing formation of a Crime Control & Prevention District (CCPD) under Texas Local Government Code chapter 363 and requested council approval to place the measure on a future ballot. The city attorney explained that Rosenberg has reached the statutory 2.0% sales tax cap and that implementing a CCPD would require reallocating a portion of the existing 0.5% Rosenberg Development Corporation (RDC) allocation; the smallest allowable increment is 0.125% which the staff estimated would generate about $1,700,000 annually for the district.
Council discussed funding levels (0.125% vs. 0.25%), the initial five‑year term (renewable at voter approval), board composition and whether the temporary board should be composed of council members. Amanda Bridal, a former council and RDC member who attended as a member of the public, urged placing the matter before voters and said the RDC’s current annual receipts (~$6.8M) could sustain a reallocation without severe impacts to economic development projects. Council voted to propose the creation of the CCPD to the voters and then approved Resolution R‑4006 appointing willing council members as the temporary seven‑member board (Hector declined to serve); the motion passed with six yes and one abstention.
The temporary board must organize and elect a presiding officer within 15 days of appointment and will prepare the crime plan and budget to present to voters before any election to create the district.
