City staff said the proposed improvements — more than 46,000 square feet added to an existing facility — must be completed by Dec. 31, 2026 and carry a certified appraised value greater than $5.3 million to be eligible. Wireco agreed to maintain 31 current full‑time jobs and to create 43 new full‑time positions at an average wage of at least $28.75 per hour. The proposed abatement schedule covers 10 years with 75% abatement in the first four years, 50% in the next four years and 0% in the final two years.
Miss Culver told council that the project would generate new taxable value and that the city’s retained revenue over the abatement term is projected to be roughly $300,000 (staff projected the abated portion to be about $100,000 over the 10 years). Ben Lyles, a company representative, was present for the public discussion. Council majority approved the resolution by voice vote after brief questions; staff said the agreement will be attached as an exhibit once finalized.
