State, county changes to impact-area rules prompt Notus to prepare response; county hearings set Oct. 15

Mayor David Porterfield briefed the Notus City Council on recent legislative changes that shift more authority to county governments over city areas of impact. The county will hold public hearings on proposed reductions to city impact areas on Oct. 15, and the city must submit a letter of intended change or reduction by Aug. 15.
Mayor Porterfield explained that the city's response must include a claim of reason describing how Notus will be able to provide municipal services to the affected area within five years. The minutes list topics the city should address in its submission: anticipated commercial and residential growth, geographical factors, transportation infrastructure, municipal water and sewer coverage, other surrounding entities, irrigation, railroad, and similar considerations. Council did not take a formal position or vote during the meeting.
Staff will need to prepare the required documentation and potential service plans ahead of the county hearings in October.
