City to relocate 2025 Christmas tree to church across from Retreat Street Park; parade route adjusted for downtown work

Because downtown streetscape construction will block sections of Main and Retreat streets, council agreed to place the city Christmas tree at the church across from Retreat Street Park and use an approved alternate parade route; the church has agreed and public-safety staff signed off on the route.
Staff told council that construction related to the downtown streetscape will make Retreat Street Park and the block of Main Street between Lucky and Retreat unavailable for the 2025 parade and tree site. Assistant City Administrator Reagan Osbon said public-safety staff (Police Chief Fred Miller and Utility Director Scott Parris) had signed off on an alternate parade route. The usual tree at Retreat Street Park will be placed at the church across the street; the church has agreed to host the tree.
Decorations at other locations, including the depot, will remain accessible. Council gave staff direction to proceed with the alternate route and tree location planning; no formal ordinance or funding action was required.
