Finance director: three-bill tax plan scrapped; town will move to August collection and may use general fund
Summary
Finance Director Beverly Ciurylo told the board the planned three-bill tax-collection approach is infeasible under the town Charter and timing for setting a mill rate; the town will proceed with an August collection and may temporarily use the general fund until collections start.

Finance Director Beverly Ciurylo said the town cannot implement the previously planned three-bill approach for tax collection because of Charter limitations and timing issues with setting an appropriate mill rate. After consulting the town attorney and tax collector, staff recommended proceeding with an August tax collection and noted the potential need to temporarily use the general fund until tax receipts begin.
Town Administrator Mark Walter said an attempt to move forward using the existing mill rate was misunderstood and could not be completed by the required Monday deadline. Walter reported the tax department raised concerns about under-collecting vehicle taxes and having to reconcile the shortfall in January. No formal vote was taken; the report was entered into the minutes for administrative follow-up.
