Horton Outdoor Recreation Center Nears Completion; Concession Stand Delayed by Missing DOT Permit

City Administrator Kevin Bronson told the council that Mammoth, the contractor for the Horton Outdoor Recreation Center, is completing punch-list items including installing screens, black netting and correcting trip hazards at dugouts. Bronson said there is a walkthrough scheduled and that "Mammoth plans to be done right before Thanksgiving."
Bronson and Utility Director Scott Parris reported that Mammoth never applied for a DOT permit for the concession stand, which must be obtained before the concession structure can proceed. Staff said they will wait for the permit process to conclude before moving forward with the concession stand portion of the project. Assistant Administrator Reagan Osbon described planned Christmas activities and parade logistics; Main Street will not be shut down for the parade.
Staff expects the recreation center itself to be completed soon but cautioned that the concession stand remains contingent on DOT permitting.
