The Westminster City Council on Nov. 18, 2025 approved a bid award to Utility Partners of America, LLC of Greer, S.C., for the Westminster Electric Underground Project. The all-inclusive base bid was approved "not to exceed amount of $512,300.00," with additional unit pricing of $150 per linear foot for rock encountered and an estimated additional bore cost not expected to exceed $12,000 for approximately 80 feet. The council also authorized the city to purchase material in an amount not to exceed $550,000.
The motion was made by Councilmember Daby Snipes and seconded by Councilmember Jimmy Powell. Councilmember Dale Glymph recused himself and filed a written recusal stating a lifelong friendship with a person involved in the bid (recusal statement appears in the meeting packet). The vote recorded Ramey: Yes; Glymph: Recused; Powell: Yes; Snipes: Yes. Adam Dunn and Ruth May were absent.
City Administrator Kevin Bronson and Utility Director Scott Parris discussed the procurement and the project's expected minimal impact on the city's sewer infrastructure where the Anderson Avenue development is nearby. The project includes contingency pricing for rock; staff noted the unit price and an expected maximum additional bore cost for rock of about $12,000 for the quoted 80 feet. The contract award includes standard authority for the city to purchase necessary materials up to the approved amount.
