Council awards $2.158 million downtown streetscape contract to Foothills Contracting

The Westminster City Council awarded the downtown streetscape and plaza contract to Foothills Contracting Service LLC on Oct. 14, with an all‑inclusive base bid of $2,158,005.00. City Administrator Kevin Bronson told council the city is not recommending alternates and that funding will come from the Appalachian Regional Commission (ARC) Community Revitalization grant, Community Development Block Grant (CDBG) funding, Oconee County C‑Fund dollars and local funds.
Council received two responsive bids; Foothills was the apparent low bidder and is the same contractor that completed Anderson Park work. The motion to award the contract passed unanimously. Staff noted the award will be subject to contract review and approval by the funding agencies before work commences.
